When creating a test, you can make it mandatory for students to read the test instructions and confirm that they have done so. This refers to the first page that students see when they go to start a test. This page shows the following information:
Number of attempts
Passing grade
Duration of the test
If the course material is available
If the score preview is available before the test is submitted
If the score will be released
If there is a password
When the test is available
The instructions also include any other additional information you added. This is how the students will see this first page of the test:

How to set up your additional instructions
When you are creating your test, in the tab Name-Information before the test begins, you can add additional information about the test. This information will be shown at the beginning of the test, on the page where the students will see the checkbox.
How can the checkbox be added so the students can confirm they read it?
When creating the test, under Settings-Security-Read instructions confirmation, choose "yes".
Make sure to save your test.
